Purpose of the post

ICRC staff members are the organization's greatest asset in implementing its humanitarian mission to protect and assist people affected by armed conflict and other situations of violence.

The ICRC seeks to safeguard high standards of integrity and professionalism, providing the ethical and behavioral framework that all staff are expected to respect in their daily work.

The ICRC Code of Conduct contains essential rules of behavior that reflect the values underpinning the ICRC's mission.

The Prevention and Policy Adviser is a key member of the Global Compliance Office (GCO) and works under the direct supervision of the Head of the Global Compliance Office.

Working collaboratively with internal and external stakeholders, the Prevention and Policy Advisor is responsible for the development and implementation of ICRC policies and procedures relating to the Global Compliance Office and acts as the lead and coordinator for the institution’s prevention work on the Code of Conduct.

Main duties and responsibilities

  • Takes the lead in the development of institutional policies, implementation guidelines and other material related to the ICRC Code of Conduct.
  • Coordinates these with other Departments and Units at HQ and delegations as well as with movement partners to ensure their alignment with institutional and movement priorities.

  • Conducts an analysis of trends and developments with regard to Code of Conduct compliance, and develops a prevention strategy for the Code of Conduct Compliance Office at HQ and for the field in line with the priorities outlined in the Code of Conduct Framework and its Integrity Model.
  • Advises the investigation team on the implementation of the Code of Conduct and related policies and guidelines as well as standard operating procedures.
  • Contributes to the streamlining of the investigation mechanisms, as well as, in cooperation with other Departments and all delegations to the streamlining of the reporting and sanctioning mechanisms.

  • Acts as an entry point for all prevention activities within the organization and the movement regarding Code of Conduct compliance, in particular but not exclusively the development and implementation of training and sensitization initiatives to ensure that the Code of Conduct and related policies and guidelines are well known, understood and enforced throughout the organization.
  • Acts as the focal point for the Code of Conduct Compliance Office for institutional efforts to promote a culture of integrity and trust.
  • Replaces, when needed, the Head of the Global Compliance Office on transversal groups related to this post.

  • Oversees the content of the GCO page of the Intranet; supports the Code of Conduct Compliance Officer with internal and external communication needs, including the annual report of the Investigation Unit.
  • Works collaboratively and in coordination with colleagues to achieve organizational goals, in accordance with ICRC Code of Conduct Framework and Guidelines and in compliance with other organizational principles and regulations.
  • Relationships

  • Internally, interacts with : Investigators, General Counsel, Ombudsman, Division’s compliance officers, Directors, heads of Division, Operations, Project Management Office, Performance management Office, Internal Audit.
  • Externally, interacts with : relevant forensic institution, Donors
  • Education and experience required

  • Advanced law degree with a minimum of 12 years of experience in policy making and process design in an international organizational environment;
  • Good knowledge of the humanitarian landscape and political environment in which the ICRC works.
  • Experience in investigations and training
  • Excellent spoken and written English and working knowledge of French
  • Desired profile and skills

  • Excellent conceptual, analytical and strategic planning competencies;
