BACKGROUND AND RATIONALE :

To enable UNICEF to deliver programmatic results for children, the organization needs to maximize income potential from the Private Sector.

LAC is a fast-growing region with high potential, but faces some constraints in relation to existing fundraising channels, partners and payment processes.

For this reason, unlocking the full potential of Telethons / TV Shows is key to realizing growth of fundraising.

PURPOSE OF CONSULTANCY :

UNICEF seeks a Telethons / TV Shows Consultant to work with the Private Fundraising and Partnerships (PFP) teams in the UNICEF Latin America and Caribbean (LAC) Regional Office and the Country Offices in the region to support the growth of fundraising income through this channel.

The consultant will be supporting multiple markets in developing UNICEF's Telethons / TV Shows donor recruitment programs in the LAC region and explore also the possibility of Multi Countries / Regional Telethons.

Pledge (Regular Giving) will be the priority but cash (one-off donations) and two steps (lead / SMS and conversion) will be part of the remit.

The incumbent is to provide technical and strategic expertise and guidance to set up this channel in more Country Offices in the Region.

The Telethons / TV Shows Fundraising Consultant will work closely with the fundraising and communication teams in the Regional Office, Geneva Office and across relevant PFP country offices in the LAC region to build Telethons / TV Shows capacity, mapping the opportunities and help offices grow income and engagement through this channel.

Integration with Digital and other channels will be also part of the remit. There are 9 PFP country offices, 2 of them have already a successful Telethon in place and others are interested in developing broadcasting as part of the acquisition channel mix.

The role of the incumbent will be to help with the mapping, strategy and implementation of the Telethons / TV Shows channel in the LAC region, more specifically :

  • To map the full potential of Telethons / TV Shows / Webbased events in the Region
  • To map broadcast TV channels, TV formats and producers in the Region
  • To advice and put together a set of TV formats examples for fundraising purposes (public / donor recruitment).
  • SPECIFIC ACTIVITIES / OBJETIVES

    Under the coordinated guidance of the Regional Chief of Partnerships in LACRO (P5) In Panama, the consultant will perform the following duties :

  • Analyzing the current status and mapping the full potential of Telethons, similar TV shows and webbased events in the Region (mainly but not limited to).
  • That will facilitate the decision making on the future potential expansion of this channel

  • Support the main interested COs in setting up Telethons / TV Shows according to their needs and potential and explore multi country / regional opportunities
  • Mapping out and identifying potential broadcast TV channels
  • Mapping out and advising on the suitable TV format and its producer / s
  • It would be critical to design a flexible and responsive format that allows many adjustments in the on going (places, rhythm, channels, etc.

    TV format is very much linked to the selection of the TV channel in order to understand if an internal production is needed or we need to look at an external producer

  • Identifying production companies with popular multi-market shows offering potential for fundraising adaptation
  • Draft a set of formats proposal to be presented to different TV channels and / or production companies in collaboration with PFP content team, LACRO and COs
  • Gather global best practice on telethons and TV fundraising shows
  • Subject to the status of the Telethons / TV Shows projects in COs and if needed, provide advice and support on all the ancillary elements required to activate and optimize the fundraising around broadcast (eg.
  • website optimization, social media, call centres, etc)

    DELIVERABLES :

  • To produce a comprehensive analysis of comparators, stakeholders, trends, KPIs and potential growth of Telethons, other TV shows and webbased events in the interested COs and in the Region (and look at experiences outside the Region in order to apply learnings and best practices).
  • Generate a mapping of the most popular TV channels in each country involved in the project in order to find the right partner / s to broadcast the show (popular TV station).
  • Create a set of fundraising formats proposal to be presented to different TV channels according to the COs needs.
  • Subject to the status of the Telethons / TV Shows projects in COs and if needed, support COs / LACRO on pitching external partners to activate Telethons / TV Shows and support to deliver their implementation.
  • Time Frame

  • This work is expected to be implemented in 4 months from the time the contract is signed.

  • The anticipated budget for this work will consist in a monthly fee upon submission of monthly report on the deliverable status
  • QUALIFICATION & COMPETENCIES :

    The consultant will have the following qualifications :

  • At least 5 years’ hands-on experience of Telethons / TV Shows fundraising, including : TV channels identification and relations, format identification, Telethons / TV Show Strategy and implementation
  • Experience of negotiating with TV broadcasting channels.
  • Experiences in working with multiple Telethons / TV Shows formats.
  • Experience of integrated multi-channel fundraising (including Telethons / TV Shows) would be an advantage.
  • It would also be an advantage if the person has experience of other pledge (Regular Giving) fundraising and lead generation channels.
  • Must speak Spanish and English. Portuguese a bonus.

  • GENERAL TERMS AND CONDITIONS

    Intellectual property of the final products will be exclusively of UNICEF. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

    The recruited consultant will maintain a continued communication with UNICEF in order to coordinate and undertake the necessary consultations to follow-

    up on her / his work until delivery of all products, and will treat all information shared with strict confidentiality.

    UNICEF does not work exclusively with any of its contractors.

    The selected consultant will work from her / his home and will undertake the travels to the 5 case studies’ countries and will be in continued contact and coordination remotely with UNICEF.

    MANAGEMENT ARRANGEMENTS :

    The assignment will be managed by the UNICEF LAC Regional Office Private Fundraising & Partnerships (PFP) Unit, under the supervision of the Regional Chief of Partnerships in LACRO (P5) In Panama and developed in coordination with PFP Geneva, Regional Support Center and Country Offices.

    WORKPLACES AND TRAVEL

    The individual consultant is not a United Nations staff member. The consultant will conduct all activities related to this consultancy mainly from LAC Regional Office in Panama.

    The consultant may be asked to travel during the consultancy, in such case, travel expenses will be undertaken by UNICEF.

    METHOD OF PAYMENT

    Payments will be made upon delivery and approval of deliverables by UNICEF. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if outputs are incomplete, not delivered of for failure to meet deadlines.

    Details of payments will be agreed in advance and individually between the consultant and UNICEF.

    EVALUATION METHOD AND CRITERIA :

    Consultants and / or Individual Contractors (CIC) will be evaluated based on a cumulative methodology, being the award of the contract made to the CIC whose offer has been evaluated and determined as :

  • Responsive / compliant / acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Only candidates obtaining a minimum of 60 points will be considered for the Financial Evaluation.

    Price Proposal (Commercial Evaluation)

    The total amount of points allocated for the price component is 20 . The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms / institutions which obtain the threshold points in the evaluation of the technical component.

    All other price proposals will receive points in inverse proportion to the lowest price; e.g. :

  • Price of lowest priced proposal) / Price of proposal X
  • Total obtainable Technical and Price points : 100

    The Proposer(s) achieving the highest combined technical and price score will (subject to any negotiations and the various other rights of UNICEF) be awarded the contract(s).
