Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

The Regional Head of Resource Mobilization for United States, United Kingdom, Canada and Ireland defines the fundraising strategy and manages relations with the government, National Society and private donors to secure the resources necessary to the operations of the ICRC.

In 2018 the unit secured over CHF 750 million, accounting for over 40% of the ICRC’s total budget.

S / He negotiates agreements, funding level and allocations with donors and explores new funding opportunities ensuring as much flexible funding as possible, as well as an even distribution of funds for contexts difficult to finance.

S / He manages the unit team within the division, ensuring that the necessary human resources are available within the unit and providing oversight, support and feedback to staff within the unit.

Main duties and responsibilities

  • Defines and enacts the ICRC’s overarching fundraising strategy for the US, UK, Canada and Ireland.
  • Acts as interface between the ICRC and donors and ensures that the ICRC capitalizes on the links between the government, private and National Society donors (virtuous circle) of the four countries concerned.
  • Analyses the various donors of the region and identifies trends, opportunities and threats; uses this information to provide an overall target income for the year, fine-
  • tunes this in a monthly income forecast, and adapts the Unit's strategies to reach the agreed targets.

  • Facilitates institutional and operational contacts with all donors and ensures the necessary follow-up.
  • Oversees the work of the country managers as focal points for the relevant countries and ICRC field delegations.
  • Helps ensure that National Societies of the region actively mobilize resources (from government and especially private sources) to support the ICRC and / or establish fundraising partnerships with the ICRC,
  • Has oversight over all financial and HR related issues with the National Societies concerned.
  • Conducts or facilitates fundraising visits to the respective capitals and participates in donor events as the face of the ICRC , including social events.
  • Manages and oversees relationships with the four Governments concerned, which comprise over 40% of the total revenue of ICRC in 2018.
  • Supervises a team of 8 staff members based in Geneva (3 persons), London (4 persons), and Washington (1 person), comprising philanthropy advisers embedded in the British Red Cross, Country Managers, an Officer and an Assistant.
  • Scope & Impact

  • Is expected to meet the financial targets set for this position, in complex countries and regions (either from legal, policy, or overall ICRC strategy perspective).
  • These are also countries and regions where the ICRC is actively or seeking to actively fundraise on 3 fronts : Government, Private and National Societies.
  • Scope : Local, Regional or Global.
  • Is responsible for managing large teams based in HQ or CSN locations (min 5 to 10 staff members).
  • Relationships

  • Internally : interacts with operational desks and various métiers (movement, wathab, health, protection, etc.), with delegations and with REM experts and enabler teams.
  • Externally : interacts at working level with the Permanent Missions of Geneva (counsellor, first secretary), as well as with relevant interlocutors of the Ministry of Foreign Affairs and other ministries / agencies of interest at the capital level.
  • Also interacts with National Societies and private donors.

    Education and experience required

  • University degree required (BA and / or MA) preferably in social science, business administration or management qualification an asset.
  • 15+ years professional experience, including minimum 3 years' experience in management position.
  • Field experience in humanitarian / development organization is a strong asset.
  • Experience of the functioning of the humanitarian and / or development communities.
  • Very good understanding of ICRC operations, practices and policies.
  • Experience in handling a large-size budget.
  • Fluent in English. French an asset.
  • Desired profile and skills

  • Knowledge of the Movement of Red Cross Red Crescent and humanitarian work.
  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially dangerous environment
  • Availability to travel up to 20% of the time
