Are you our new Area Manager in Venezuela?

The purpose of the Area Manager position is to ensure high quality and cost effective programme / project implementation within the border provinces with Colombia in Venezuela, from the base in San Cristobal.

NRC has been operational in Venezuela since 2005, initially focusing on providing legal assistance to Colombian refugees who had crossed the border due to tensions in their country of origin.

In 2018, in light of the deteriorating humanitarian crisis, NRC Venezuela expanded its operations inside the country by implementing a wide range of interventions in WASH, Education, Information, Counselling and Legal Assistance (ICLA) and Food Security and Livelihoods sectors across the states of Bolivar, Portuguesa, Barina, Apure, Táchira and Zulia states.

In addition to direct implementation of critical programme services and capacity building of local organizations, NRC as the largest established NGO in Venezuela also plays a critical role in coordination at multiple levels.

The Area Manager reports to the Country Director.

Duties and responsibilities

  • Line management for senior project staff and support functions (and Field Office Coordinators) in the area
  • Member of the Country Management Group (CMG)

  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at area level
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.
  • e. quality, synergies, timeliness, use of resources).

  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and CC strategies
  • Represent NRC and networking on area level
  • Ensure that capacity building is provided to all staff in the area
  • Ensure overall security and safety of staff in the area
  • Promote the rights of IDPs / returnees in line with the advocacy strategy
  • Contribute to NRC humanitarian access and advocacy strategies and follow the planned initiatives and communication statements once approved
  • Identify trends, technical standards, and donor priorities in the area
  • Responsible for context analysis and development of scenarios for potential displacements in the area.
  • Develop a contingency plan for the area to be prepared in case of a sudden increase of displaced population
  • Ensure that capacity building is provided to all staff in the area
  • Consolidate the new office team and programme in Maracaibo (Zulia) through a close supervision
  • Manage relations with implementing partners in the Area
  • In close collaboration with the M&E Coordinator / Manager, ensure relevant quality control and monitoring / evaluation standards in the area
  • Manage the relations with the immigration authorities at the Border
  • Ensure an up to date security plan is in place and respected
  • Qualifications

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian / recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous management experience of complex teams
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills / profile
  • Fluency in Spanish and English both written and verbal
  • Experience in remote management of offices and teams
  • Experience representing an organization with external actors
  • Personal qualities

    Commencement : June 2021 or earlier

    Duration : 24 months

    Salary / benefits : According to NRC’s general directions

    Grade : 11 - see attached NRC grade structure.

    Duty station : San Cristobal , Venezuela with approx 50% travel in the area.

    Approved health certificate will be requested before contract start.
