BACKGROUND INFORMATION - JOB-SPECIFIC
The United Nations Office for Project Services (UNOPS) is a United Nations body responsible for infrastructure, procurement and project management (General Assembly Resolution 65 / 176 of 2010).
Our mission is to help people improve their living conditions and countries to achieve peace and sustainable development.
The three priority areas of UNOPS correspond to :
i) Sustainable Infrastructure : UNOPS designs, builds, repairs and maintains infrastructure in some of the most challenging environments in the world.
Its activities are focused on the development of transportation, education and health infrastructure, among other areas.
ii) Public procurement : UNOPS is a central procurement resource for the United Nations system and governments. It emphasizes an efficient, transparent and sustainable delivery of goods and services.
iii) Project management : UNOPS manages more than a thousand humanitarian, development and peacebuilding projects per year for different partners, ensuring quality, effectiveness and results that meet the highest standards.
UNOPS work seeks environmental, social and economic sustainability, which contributes to the progress of equity and the common good of the countries in which it operates, thus promoting the improvement of the living conditions of those most in need.
UNOPS has a presence in 23 countries in Latin America and the Caribbean. Services, products and technical assistance comply with the public administration principles of transparency, fairness, integrity, free competition, impartiality, morality, effectiveness, efficiency and respect for institutions national.
In this framework, since June 2016, the Board of Directors of the Guatemalan Social Security Institute (IGSS) requested technical assistance from UNOPS in order to improve the quality and transparency of the procurement processes for medicines and medical-surgical material managed by the IGSS, through the strengthening of the purchasing capacities of the Institute in order to improve the levels of attention, processes and management of the IGSS, until reaching world class standards.
Manage the performance of Quality Analysis of the drugs and / or supplies contracted in UNOPS projects, which includes the development, updating and socialization of quality analysis guidelines, others.
Control and updated records of Quality Certificates.
Defined sampling process procedures with private laboratories approved by the Ministry of Public Health and Social Assistance.
Monitoring and coordination of the Sampling of drug lots with both the suppliers and the samplings required by the Associate.
Updated information on the analysis process and sanitary records in the required systems.
Follow-up to the control of the Validity of Health Records with suppliers.
The project (s) will have updated information for the monitoring and control of the internal processes of Contract Management, in coordination with the supervision of the STP area and in close communication with the finance and Procurement areas.
Provide monitoring and management of contracts, which allows to know the status of each contract / CB globally and at different levels of detail, raising the necessary alerts in a preventive way, taking the necessary actions to mitigate them.
Management of Contracts and Contract Amendments to Suppliers of the projects in compliance with the provisions of the Long-Term Agreements and their respective UNOPS Purchase Orders, which includes the administration of the Contract Management Tool in oneUNOPS.
Provide information to the project (s) and related areas on the performance history of suppliers; and in this way allow the establishment of performance standards that are considered for future awards.
Management and control of the Contract Performance Bonds raising preventive alerts, and in close coordination with the procurement and finance areas.
Knowledge and Innovation Management
Participation in UNOPS communities of practice that are relevant to the dissemination and application of internal project knowledge.
Manage the compilation, consolidation and analysis of relevant project data.
Preparation and maintenance of project files and reports
Manage information flows and supervise exchange controls, risk records and request management through the establishment of document control procedures.
Advise the Project of any deviation from the plan and update of plans.
Work with the Logistics Officer to identify and manage risks.
Diversified diploma (high school) is required.
The degree at the bachelor level or technical diploma in careers such as auditing, finance, public administration, business administration, economics, engineering, administration, logistics or related career will be considered and may replace some years of relevant experience.
Six (6) years of professional experience (or less depending on the academic title presented) are required in contract management or procurement of infrastructure, goods or services.
It is desirable to have experience in contract or procurement management for international organizations, international banks and / or multilateral and bilateral entities.
Fluent Spanish language is required.
It will be valued to contribute knowledge of the English language.
