MANDATE OF THE DEPARTMENT :

The UCO Venezuela provides leadership and coordinates the expanded UN system response in Venezuela. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UCO Venezuela scales up HIV services focused on key populations and locations most at risk.

The UCO Venezuela promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Venezuela It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

Main tasks and Responsibilities of the Position :

Reporting to the UNAIDS Country Director, the Officer, Programme implementation has a hands-on role in supporting the national HIV / AIDS response in Venezuela, by providing technical expertise for programme implementation, monitoring, analyzing and promoting use of data, and integrating an equity lens in the fight against the pandemic at the national and subnational levels.

The Officer, Programme implementation is responsible for contributing to the practice area objectives in the office and with UNAIDS partners and counterparts, coordinating specialist expertise and contributing to the overall coordination of the UNAIDS response in the functional areas described below.

He / she has the following key responsibilities :

1. Programme implementation

  • Advises the UNAIDS Country Director in building national and subnational capacities to delivering effective, sustainable, evidence-informed and human rights-based response to HIV, in line with the Global AIDS Strategy, UN Sustainable Development Cooperation Framework, and international commitments.
  • Contributes to translating policy guidance for country and subnational level responses, integrating HIV into wider health and social development efforts, including universal health coverage, education, social protection, human rights and gender equality, social contracting and community-led service delivery and works to promote long-term, sustainable financing for these.
  • Contributes to prevention and treatment responses focusing on locations and population most at risk to set and reach the national AIDS targets by drafting programme designs, and service delivery options, such as development and implementation of community service delivery, differentiated models of prevention, care and support and innovative systems for integration and elimination of parallel systems.
  • Disseminates guidance on policy, innovation and evidence-based programming for pediatric AIDS, including HIV prevention, treatment and elimination of vertical transmission and pediatric AIDS;
  • Works on programme sustainability and transition planning, ensuring close collaboration and coordination with key organizational stakeholders including cosponsors, governments, donors, and civil society organizations.
  • Provides advice on integrating HIV and the needs of key populations most affected by the epidemic into pandemic preparedness and response, as well as in humanitarian response and post-crisis recovery, should a humanitarian emergency be declared.
  • Promotes and support UN Plus initiatives and other HIV-focused initiatives directed towards UN staff and their family members.
  • 2. Monitoring, analysis and promoting use of data

  • Supports the prioritization, process and technical aspects of data collection, compilation, and analysis related to epidemiology, policies, programme coverage and resources, in view of informing progress and future programme efforts.
  • Supports the UNAIDS Country Director in brokering national participation in Global AIDS Monitoring exercises. Performs monitoring and reporting at national level and contributes data and analyses to the regional level.
  • Supplements capacity development efforts to focus responses to relevant geographical areas and key populations.
  • Proactively assists the UNAIDS Country Director in the monitoring of the United Nations Joint Programming on HIV, inter alia via the implementation of the Unified Budget, Results and Accountability Framework and the UN Sustainable Development Cooperation Framework.
  • 3. Promoting equality and rights for all

  • Assists the UNAIDS Country Director in the prioritization agenda in the country as regards to gender equality, human rights, community and youth engagement to help reduce discrimination, including in the health sector, stigma and punitive approaches to HIV.
  • Supports and strengthens alliances between HIV-related civil society organizations and other social justice movements in the country, including those relating to human rights, sexual and reproductive health and rights, women's rights, access to justice, youth engagement, among others.
  • Supports partners to ensure that : (i) key considerations on how advances in gender equality, human rights, community and youth engagement affect the HIV response and (ii) inclusion of community priorities, are integrated into relevant AIDS response and broader plans, programmes and initiatives.
  • 4. Collaboration and knowledge management

  • Provides support in the engagement with Government officials, civil society leaders and other key stakeholders, to reinforce political commitment, and in developing strategies to address the needs and priorities of people living with and affected by HIV, taking into account evolving local epidemic dynamics, the political, social and economic context, and drawing on relevant tools and resources of the UNAIDS Joint Programme.
  • Works to build better relationships with key organizational stakeholders by participating in supporting mechanisms for sharing of information, ideas and lessons learnt.
  • This includes participation in and contributions to knowledge management networks and communities of practice.

    Performs other duties as assigned.

    REQUIRED QUALIFICATIONS Education :

    Essential :

  • Advanced university degree at Master's level or equivalent in public health, social or political science, public policy, international development, or another field related to the responsibilities.
  • A relevant first university degree and 4 years of relevant work experience will be considered as equivalent for internal candidates only. Competencies :

  • A minimum of 2 years for experience in HIV programme development and implementation, evidence, policy analysis and / or monitoring and evaluation.
  • Desirable :

  • Knowledge of the HIV epidemic and its impact in Venezuela or countries of similar epidemic and socio-economic characteristics.
  • Sound understanding of the United Nations Joint Programming on HIV.

  • Proficiency in Spanish and good command in English.
  • Desirable :

  • Knowledge of additional UN official languages.
