We are looking for a new Area Manager for our programme in eastern Venezuela, based in Puerto Ordaz.

The purpose of the Area Manager position is to ensure high quality and cost effective programme / project implementation within the geographical area that includes the state of Bolivar, Apure, Portugesa and Barinas, from the base in Puerto Ordaz.

The area counts with two offices, one in Bolivar and one in Apure, recently established. The new Area Manager will contribute to the scale up and consolidation of the NRC programme in this area.

The Area Manager resport to the Country Director in Caracas.

Duties and responsibilities

  • Line management for project staff and support functions in the area
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at area level
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.
  • e. quality, synergies, timeliness, use of resources).

  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and CC strategies
  • Represent NRC and networking on area level
  • Ensure that capacity building is provided to all staff in the area
  • Ensure overall security and safety of staff in the area
  • Promote the rights of IDPs / returnees in line with the advocacy strategy
  • Contribute to NRC analysis and positions in advocacy, and follow advocacy strategy and communication statements once approved by Country Director
  • Identify trends, changes in the humanitarian context and donor priorities in the area
  • Manage relations with implementing partners in the Area
  • Ensure regular communication and supervision of the recently established field office in Apure, and its compliance to all NRC policies and regulations.
  • Support M&E and programme related assessments, learning or research initiatives in the area.
  • In close collaboration with the M&E Manager, ensure relevant quality control and monitoring / evaluation of quality standards in the area
  • Responsible for context analysis and development of scenarios for potential displacements in the area with a focus on the border with Brasil.
  • Ensure an up to date security plan is in place, understood and respected by all staff
  • Lead restructure processes linked to the expansion of the Area operations
  • Qualifications

  • Minimum 3 years of experience from working in similar position in a humanitarian / recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous management experience of complex teams
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills / profile
  • Fluency in Spanish and English both written and verbal
  • Experience in remote management of offices and teams
  • Experience representing an organization with external actors
  • Personal qualities
