Duties and Responsibilities

Lead the coordination of gender related programmes, projects and activities :

  • Coordinate the gender related programme, projects and activities development and implementation according to UN Women Regional Office Strategic Note.
  • Under the guidance of the Regional Office and the Resident Coordinator, liaise with the UN Country Team, national counterparts, donors and partners to ensure gender related programmes and activities are delivered and resources are managed.
  • Manage relationships with government and national partners to support implementation of the gender equality programmes, projects and activities and other initiatives.
  • Provide advisory and specialized technical support in the areas of work of UN Women :

  • Provide advisory and specialized technical and strategic support to the Regional Office and the Resident Coordinator on the development and implementation of gender related initiatives.
  • Provide advisory and specialized technical and strategic support to the RC and the UNCT on gender equality and women s empowerment.
  • Develop briefs, mappings and other documents related to gender equality and women s empowerment.
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, and cross partner learning and sharing, and capacity development initiatives;
  • develop training materials and workshops, as necessary.

    Manage the implementation of programmes, projects and activities including monitoring and reporting :

  • Coordinate the implementation of UN Women programmes, projects and activities in the country.
  • Establish systems for project planning, implementation and monitoring in collaboration with partners.
  • Prepare quarterly and annual progress reports and donor reports and organize progress reviews as necessary.
  • Identify and inform the Regional Office and the Resident Coordinator of joint programming opportunities and participate in the development of UN joint programmes, as necessary.
  • Provide substantial guidance to partners on establishment of performance indicators, and monitoring achievement of results.
  • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures.
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to UN Women and other stakeholders as necessary.
  • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures.
  • Manage inter-agency and country coordination support for UN Women in Venezuela :

  • Represent UN Women in the United Nations Country Team (UNCT) and the Humanitarian Country Team (HCT) to collaborate with the Resident Coordinator and UN system on interagency coherence, collaboration, cooperation, resource mobilization, advocacy, common services, and operations.
  • Coordinate the provision of technical advice to Resident Coordinator (RC) and the UNCT on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT.
  • Support the Resident Coordinator in the coordination of the UN system thematic and other working groups to promote gender equality and the advancement of women upon request.
  • Participate in country level Comprehensive Country Assessment (CCA) / United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the Resident Coordinator (RC) system, as necessary.
  • In collaboration with the Regional Office and the Resident Coordinator, provide coordination support to UN Agencies, national authorities and Non-Governmental Organizations (NGOs) to promote gender equality and women empowerment in the country.
  • Build partnerships and support in developing resource mobilization strategies :

  • Coordinate with the Regional Office and the Resident Coordinator the development of partnerships and resource mobilization strategies.
  • Establish and maintain relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization.
  • Provide support to ensure a strategic position of gender equality and women empowerment in the UN frameworks and joint programmes.
  • Elaborate Project Documents and proposals and finalize relevant documentation oriented to potential opportunities for resource mobilization.
  • Manage knowledge building and sharing and communications advocacy :

  • Identify and synthesize of best practices and lessons learned to dissemination information.
  • Provide the RO, the Resident Coordinator and HQ with updates and relevant information.
  • Finalize briefs on programme, projects and activities achievements.
  • Organize events, trainings, workshops and knowledge products as required.

  • Required Skills and Experience

    Education :

  • Master’s degree or equivalent in public administration, law, human rights, gender / women’s studies, international development or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project / programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • Experience :

  • At least 7 years of progressively responsible experience at the national or international level in in design, planning, implementation, monitoring and evaluation of development projects.
  • Experience in coordinating development programmes and projects involving different UN agencies.
  • Experience in maintaining relationships with national governments, UN Agencies, Donors, and / or other partners.
  • Experience in leading a team is an asset.
  • Experience in the in the field of gender and human rights of women is an asset.
  • Experience in administrative systems and UN system norms is an asset.
  • Experience in country and / or region is an asset.
  • Experience in working independently with minimal supervision.
  • Languages :

  • Fluency in English and Spanish is required.
  • Working knowledge of French and / or Portuguese is an asset.
