Organizational Context

The Secretariat of the International Federation of Red Cross and Red Crescent Societies ( the IFRC ) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results.

The Secretariat, headquartered in Geneva, has five decentralized regional offices : one of which is the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020.

  • The Americas’ region is organized in two main hemispheres : a group of service-based departments and geographical configurations of (i) Country Cluster Support Teams and (ii) Country Office(s), as well as the Deputy Regional Director, each of them led by the Regional Director;
  • and another hemisphere : six building blocks composed by (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge;
  • iii) Communication, (iv) Disaster and Crisis : Prevention, Response, and Recovery, (v) Health and Care, (vi) Logistics, each of them led by the Deputy Regional Director.

    This position supports the host National Society in Venezuela (the National Society) for the implementation of the programs and operations.

    The position will be covering Venezuela only and reports directly to the Regional Director. The Head of Country Office will fundamentally facilitate coordination and technical assistance within and between the Federation and the respective NS in this country.

    Job Purpose

    The Head of Country Office is the Senior Secretariat representative and business manager with clear management authority and responsibility whose main purpose is to lead Federation support to the host National Society, with a strong focus on support to National Society internal development, capacity building, disaster preparedness, response and recovery coordination with Movement and Non-

    Movement Partners and assist the NS enlarging its partnership base and resource development. Under the leadership and guidance of the Regional Director, s / he will, in particular, assist the National Society in coordination of programmes and humanitarian diplomacy activities as well as be accountable for developing the Secretariat’s support strategy for the National Society (NS) in this country covering the key tasks set out below and as updated from time to time.

    Job Duties and Responsibilities

    Built upon the Strategy 2020, the strategies of implementation cover critical Secretariat functions to support NS’ in implementing programmatic areas of focus and demonstrate the impact of our work in making communities more resilient.

    The areas of focus represent the thematic areas where NS’ have expressed a wish to partner with the IFRC. In line with the Plan and Budget of the Secretariat and the Regional Operational Plans, the Country Office will provide National Society (NS) with coordination and technical assistance guided by the strategies of implementation and the areas of focus.

    The proximity of the Country Office to the Host National Society will enable partnering for more increased resilience in communities.

    Specifically, the duties and responsibilities are outlined as follows :

    Strengthen the institutional and operational capacities of the National Society

  • Strengthen the National Society to continue to the delivery of efficient humanitarian services to vulnerable / affected, disaster / epidemic or as part of project activities / development program
  • Support the National Society to Identify and implement viable income generating activities.
  • Strengthen the vision of the National Society and the realization of the objectives of its strategic plan.
  • Provide Capacity Building support to the National Society as identified in the NS strategic plan.
  • Enable good environment which contribute to humanitarian objective through :

  • Contribution to improve the health system with a community-based epidemiological surveillance (CEBS)
  • Support the National Society to strengthen community resilience and to respond to disasters
  • Assistance to the National Society provide socioeconomic and psychosocial support to affected communities.
  • Respond appropriately to disasters risks

  • Support the National Society and the IFRC teams to manage Emergency Appeals and Programmes.
  • Review existing assessment information, recommendations and actions taken by Government authorities, Partner National Societies (PNS’) and other key stakeholders such as UNDP, WHO and others.
  • Conduct field visits, where necessary, and identify any possible areas for new interventions.
  • Support the NS in various response interventions including providing further assistance as may be needed with Federation disaster response tools.
  • Ensure that appropriate disaster preparedness, risk reduction and response plans and mechanisms are established in the country, both to support immediate and long-
  • term effective disaster response and to build on and strengthen the National Society in this area;
  • Oversee and coordinate the Panama Country office

  • Ensure effective working relationships with technical and services departments at the regional / Country Cluster Support Teams and Geneva Secretariat level.
  • Provide day to day management of all staff reporting to the position and ensure compliance with applicable laws to minimise risk of harm to the Federation and its secretariat personnel, properties and resources.
  • Oversee planning and reporting including financial management to ensure that all reports are submitted on time and in line with reporting requirements of the Federation standards.
  • Ensure appropriate security regulations are in place and enforced.
  • Make regular security assessment updates and ensure that processes, mechanism and tools are in place
  • Coordinate, Cooperate and Form Strategic Partnerships

  • Build effective cooperation and partnerships with relevant organizations, including non-RC / RC to support the National Society programmes.
  • Represent the Federation in the country and maintain relations with the National Society senior management team to support NS strategy and its linkage to S2020.
  • Build effective cooperation and partnerships with relevant organisations including non RCRC to support the Panama RC programmes.
  • Promote learning and knowledge sharing between National Societies and its partners.
  • Develop Effective International Representation and Advocacy :

    Education

  • Relevant University degree and specialized social science and development studies on programs, humanitarian response and organizational development
  • IMPACT (International Mobilization and Preparation for Action) course or equivalent knowledge (i.e. BTC)
  • Experience

  • Minimum of 5 years of work experience in humanitarian operations for a humanitarian aid organisation and or development cooperation organisation, 3 of which should be at senior management level
  • Experience of managing and supporting staff
  • Proven record of security regulations implementation and updates
  • Proven experience in governance and leadership support
  • Proven experience of working in programs and project related to at least four of the eight areas of focus
  • Demonstrated initiative and creativity, and substantial experience of strategic thinking, including identifying, analysing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
  • 5 years of work experience including management in a red Cross / Red Crescent National Society, IFRC or ICRC, or a relevant international organization (preferred)
  • Proven experience of working in the Americas’ region (preferred)
  • Knowledge, skills and languages
