Venezuela is a country undergoing a profound economic, political and humanitarian crisis. Since 2016, more than five million Venezuelans (or an estimated 10% of the population) have fled scarcity, hyperinflation and public sector collapse.

This migration flow has exerted pressure on the housing stock, public services and already strained social fabrics of the neighboring countries of Colombia, Ecuador and Brazil, among others.

The exodus is only set to continue as conditions worsen, hyperinflation decimates purchasing power and the lack of employment and the most basic of services pushes more and more into crisis.

MC VZ has signed three agreements with ECHO in order to support multi-purpose humanitarian interventions in Venezuela across the country.

Purpose / Project Description :

The Project Adviser (PA) is a project-funded position by ECHO with the aim of coordinating and implementing the delivery of humanitarian response actions including daily support of program activities and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results.

The PA is a team member, able to develop and mentor partners in Venezuela. The PA is an effective communicator, able to work with internal and external stakeholders to achieve common objectives.

Consultant Objectives :

In coordination with the Venezuela Response Director, Venezuela Team Leader, TSU, M&E, Operation and Finance Unit, the PA will be responsible for advising on ECHO project, building relationships with local partners, beneficiaries and donor representatives, contributing to the achievement of country goals through innovation and program development and displaying expertise in different sectors as well as regional experience to partners on the ground.

Consultant Activities :

The Consultant will :

  • Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Develop and organize activities to secure resources for the project and convince stakeholders to provide support.
  • Collaborate with program, finance and administrative staff.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
  • Assist team members with information, tools and resources to improve performance and reach objectives.
  • Set direction by prioritizing and organizing actions and resources to achieve objectives and contribute to country-wide strategy development
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Support the development of the capacity of the country team in specific areas of technical expertise relevant to response
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
  • Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide
  • Implement and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy Corps’ best practices.
  • Contribute to a work environment of mutual respect where team members strive to achieve excellence.
  • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Ensure knowledge of and compliance with appropriate national and international procedures, policies and regulatory
  • In coordination with the Venezuela Team leader, participate in technical sectoral group meetings at country level and provide substantively to the development of general and specific objectives of Sector ́s Terms of Reference.
  • Demonstrate flexibility, resilience and ability to maintain positive relationships and composure.
  • Maintain high ethical standards and treat people with respect and dignity.
  • Exhibit an awareness of his / her own strengths and development needs.
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies and legal framework at country level.

    The Consultant will report to :

    Venezuela Response Director and Team Leader

    The Consultant will work closely with :

    Response Director, Team Leader MEL Officer, CASH Coordinator, Bogota Office support staff, HQ-based Program, Operations, Finance, and Technical Support Unit staff

    Required Experience & Skills :

  • 5-10 years of experience in relevant technical area
  • Spanish fluency (speaking and writing)
